2008년 7월 24일, OSCON에서 Open Web Foundation(OWF) 설립이 발표되었습니다. 이 조직은 독립적인 비영리 단체로, 웹 기술과 관련된 공개 스펙을 개발하고 보호함으로써 오픈 웹을 만들고 도입시키는 작업을 수행합니다. BBC, Facebook, Google, MySpace, O'Reilly, Plaxo, Six Apart, Sourceforge,Vidoop,Yahoo!가 참가한 상태이며, 공식 웹사이트는 http://openwebfoundation.org 입니다.

Today at OSCON, we'd like to announce the creation of the Open Web Foundation, an organization that will help the creation and acceptance of Open Web. [2]

The Open Web Foundation is an independent non-profit dedicated to the development and protection of open, non-proprietary specifications for web technologies.[3]

배경

OWF의 발족은 2008년 5월에 열린 OpenID Foundataion(OIDF) 위원회 회의에서 시작됩니다. 최근 들어 너무나 많은 웹 기술 표준들이 등장하고 있는데, 표준뿐만 아니라 관련 단체를 체계적으로 관리하는 조직이 필요하다는 인식을 하게 됩니다. 또한, 가벼운 공개 표준을 쉽게 사용할 수 있도록 지원하는 기능도 필요하구요. 그래서 뜻이 맞는 몇 명이 모여 OWF라는 조직을 만들게 되었습니다.

In May 2008, the OpenID Foundation (OIDF) board had a face-to-face meeting at Google where we were planning for the next year. During that meeting we started to discuss focus and scope of the OIDF and realized that there was a much bigger need in the community of developers creating light-weight, open specifications for the web. Ironically, there were several other people visiting Google that day and over lunch, we hatched an idea that has finally been formalized today.[4]

목적

OWF의 목적은 각 웹 단체의 중복되는 인력, 기능을 줄이는 것입니다. 아파치 재단처럼 각 오픈 소스 모델을 지원하는데, 특히 법적인 요구사항을 만족시키는 작업을 할 계획입니다. OWF가 지저분한 작업(the legal dirty work)을 대신 처리함으로써 데이터 이동성(data portability)은 현실화될 수 있으리라 기대됩니다.

The Open Web Foundation is an attempt to create a home for community-driven specifications. Following the open source model similar to the Apache Software Foundation, the foundation is aimed at building a lightweight framework to help communities deal with the legal requirements necessary to create successful and widely adopted specification.[5]

Organized in as a decentralized community of developers, in the fashion of the Apache Software Foundation, the OWF will serve as a placeholder for all the legal dirty work that needs to happen in order for data portability to become a reality.[6]

방법

OWF는 프로토콜의 기술 스펙을 개발하는 작업과 어플리케이션간의 상호호환을 지원하는 작업에 집중합니다. 또한 법률 용어 작업, 데이터의 사용 및 전송에 대한 우수사례를 정합니다.

The foundation will be focused on developing the technical specifications of protocols used for communication and inter-operability between applications on the web. The foundation will also set out the legal terms and best practices for the use and transport of both private and public data, and the usage of web services.[3]

타 커뮤니티와의 차이점

궁금한 점이 생깁니다. 기존에 많은 단체가 있고, OWF 처럼 다른 표준 단체들을 조화롭게 배치하는 역할을 수행하기 위한 단체도 있습니다. ID 관리 분야에서는 OSIS(Open Source Identity System)가 그 역할을 하고 있습니다. 오픈 소스 분야에서는 Apache 재단이 있습니다. 당연히 Apache 재단과 OWF는 어떤 차이점이 있는지 의문을 가지게 됩니다. 그에 대한 해답은, Apache 재단이 소스코드도 관리하는 것과는 달리 OWF는 스펙에만 집중한다는 것입니다.

We thought that the open source model has worked well for similar initiatives, so our structure will be similar to the Apache foundation. A main difference between OWF and Apache is that we only deal with specifications while Apache is focused on source code. The groups participating in the OWF can choose any solution to manage their source code.[7]

OWF가 스펙에만 집중한다면, 기존의 표준화 단체와의 차별성에 의문을 가지게 됩니다. 이미 IETF, W3C, OASIS 같은 표준화 단체가 있고, 이들 단체의 표준화는 업계에도 큰 영향을 미칩니다. 하지만 새롭게 등장한 OWF가 공인한 표준이 업계의 인정을 받으려면 많은 시간이 요구될 것입니다. 이에 대해 OWF는 단순히 지적 재산권 문제만 전담해주는 것으로, 다른 표준화 단체와 공존할 수 있을 것으로 예상합니다. 표준화 단체에서 상호운용성 시험을 전담하지는 않으니 그 부분에서는 OWF가 차별성을 보이네요. 결국 준표준화 단체의 역할로 OWF는 포지셔닝할 듯 보입니다.

The OWF is not trying to compete with existing standards bodies(IETF, W3C, OASIS, etc.). The communities we’re working with arecurrently coming together in a very ad-hoc fashion, and if we can helpthem have clean intellectual property, it makes it easier for acommunity to take their open specification to a standards body.[7]

데이터 이동성에 희소식

OWF는 여러 웹 공개 표준들을 묶어 개발자들이 법적인 문제없이 쉽게 사용할 수 있도록 만들어줍니다. 데이터 이동성 관점에서 필수적으로 요구되는 작업입니다. 이 때문에 데이터 이동성 프로젝트는 OWF의 작업에 앞서 자신들이 주장하는 개념을 더 전파시킬 계획입니다. 데이터 이동성 프로젝트에서 일을 벌려놓으면 OWF가 나머지 궃은 일을 처리하는 식이죠. 많은 사람들이 데이터 이동성 프로젝트의 아이디어에는 공감하지만 실제로 대기업을 비롯한 업계들이 단기적으로 적용하는 방안에는 회의적이었습니다. 하지만 실제 작업을 수행할 OWF라는 조직이 만들어지고, 이 조직에 대기업들이 참여했으니 뭔가 결과가 나오겠다는 기대감이 들기 시작합니다.

the Open Web Foundation is positioning itself as a complementary organization. DataPortability.org can handle the evangelism and the Open Web Foundation will do the behind the scenes work to help developers bring code to market.[6]
